Affiliate Program on my Prostores?

I am planning on launching an online business on Ebay’s company Prostores. There are three main tiers, Business, Advanced and Enterprise costing roughly , and 0 per month respectively. You are able to create and manage your own affiliate program (courtesy of Prostores) if you subscribe to Enterprise. Does anyone know if I can use a third party service to create an affiliate program if I use one of the lower tiers (other than enterprise). Also, is this okay with Prostores, or is it not allowed?
