I plan on teaching classes on how to use eBay, so I can easily get quite a few new members to sign up. If I register for the affiliate plan, how much will eBay pay per new person who signs up and buys something?

They recently change the affiliate policy in regards to new user registration. Previously you could expect 25-50 if you register a user and they purchase a listing in under 30 days.
Now, there is no single price point. However you will still see revenue if the user registers and buys within 7 days I believe.
So to answer you question, its unknown. However if you can get them to signup and buy something you will get paid….
